Description - PriorityControl_STATIC

A priority control application sets the base priority for a specified application. A application with a High Priority takes Precedence over lower priority applications. Altering base priorities allows more PRECISE control over how your computer responds to your actions. PriorityControl_STATIC enumerates all priorites every 60 seconds (unless the main window is `visible`), and sets their priorites the actaul priority differs from the requested priority. This requires that the Process is `opened` in order to read and then potentially set the process priority. The `datafile` is a simple text file, onto which any alterations to existing requested process priorities are appended, and also, any new processes and priorites.
